Is this a good private sector job growth plan?

1) Property tax exceptions.
2) Construction exemptions for new and expanding businesses.
3) Creation of enterprise zones.
4) Eligibility for exemptions based on number of jobs created. (10 industrial jobs, 25 commercial jobs, 50 jobs from companies new to the state, enterprise zones)
5) Targeting manufacturing and high tech industry.
